Language barriers challenge state ACA outreach efforts

States, especially those with large immigrant populations, are having trouble educating non-English speaking residents about Affordable Care Act provisions, including the new health insurance exchanges. In Illinois, the problem has fallen to nonprofit and community groups, but the state expects the federal government to provide grant money to help with outreach.
