Report: Race to the Top does not live up to expectations

A recent report finds that the federal Race to the Top program has done little to improve student achievement, despite $4 billion in investments in education. At issue, according to the analysis by a group known as the Broader, Bolder Approach to Education, is that the federal grant program has not addressed the issues that have the greatest effect on student achievement: poverty and students' lack of opportunities.
