California bans teens from texting while driving

California Gov. Arnold Schwarzenegger has signed into law a measure that bans 16- and 17-year-old drivers from using electronic devices while behind the wheel. "The simple fact is that teenage drivers are more easily distracted. They are young, inexperienced and have a slower reaction time," Schwarzenegger said.
