Toronto targets coffee cups, food containers, plastic bags

Toronto is considering a ban on plastic bags, coffee cups and takeout food containers. The city, which plans to divert 70% of its garbage from landfills by 2010, also is mulling options including a tax on the items or implementing a deposit-return program that would be similar to the provincial bottle-return program.
