Alaska borough imposes plastic-bag fees

Officials of Fairbanks North Star Borough in Alaska voted to impose a 5-cent fee on plastic bags for retailers with annual sales of at least $1 million. The rule, which will take effect in January, is aimed at cutting waste and providing "an economic incentive for customers to use reusable shopping bags," an official said.
