Pilot program in Virginia would tie compensation to student performance

A Virginia school district that wants more federal funding for education is considering a pilot program that would, in part, pay teachers based on student achievement. Officials say a small group of teachers will participate in the program, agreeing to incentive contracts in addition to regular contracts. However, some union officials say that more than test scores should be considered when evaluating teachers.
