California regulators admit botching emissions estimates

California's Air Resources Board has admitted overestimating the emissions from off-road diesel equipment, and officials now say that most equipment used today will remain below the state's emission goals for years to come. Still, regulators say they will push ahead with plans to reduce equipment emissions still further. "There is a still a strong need for a rule in order to reduce health risks in the state," says CARB analyst Todd Sax.
