Public-worker unions fight to survive legislative challenges

Some states are continuing their efforts to curb the power of public-sector unions by eliminating their collective-bargaining rights and cutting pay and benefits, labor experts say. "Most [legislatures] are claiming that unions are damaging the budget and are not affordable," says Rebecca Givan, an assistant professor at Cornell University.
