Judge rejects Texas' school-financing system

Yesterday, a state district judge declared Texas' $30 billion public-school funding system unconstitutional due to inadequate state funding and a state-imposed cap that prevents districts from setting local property tax rates. The judge will cut off funding for all schools on Oct. 1, 2005, unless the Legislature fixes the system.
