Pennsylvania to offer alternative to content tests

Today, the Pennsylvania Board of Education is expected to give final approval to a "bridge" certificate that could allow up to 20,000 veteran teachers statewide to meet NCLB's "highly qualified" standards without passing a subject matter test. Advocates for disabled and disadvantaged students fear the alternative certificate lacks sufficient rigor.
