Hartford schools suspending fewer students

In Hartford, Conn., suspensions dropped 11% in 2004 compared with the previous year, but expulsions rose 38%, mainly because of increased gang and drug activity at one middle school. Many schools have created "responsible thinking rooms," where students meet with specialists to discuss how to improve their behavior.
