IBM, Shenyang team up for "smart city" effort

International Business Machines Corp. plans to launch a "smart city" with Shenyang, China. IBM will analyze data from the city's sewage and plumbing systems to improve access to clean drinking water. China began a massive cleanup effort in Shenyang in 2004 after pollution from industrial manufacturing took its toll on the capital of Liaoning province.
