Senate Democrats might wait on climate-change legislation

Senate Democrats' consideration of putting climate change on the back burner might force U.S. President Barack Obama to send diplomats empty-handed to negotiations in December in Copenhagen. Obama was expected to offer congressional approval of concrete measures limiting emissions as evidence that the U.S. is serious about dealing with global warming. Senate Majority Leader Harry Reid suggested that Democrats want to handle health care before climate change and that global warming could be addressed next year.
