Environmental activists are warning that global efforts on climate change could falter if the Senate fails to pass cap-and-trade legislation this year. "The appearance to the international community would be that the U.S. Congress is just adrift," said an official with the Environmental Defense Fund, arguing that U.N. talks scheduled for Copenhagen in December will need a strong signal from the U.S. in order to be successful. Environmentalists were responding to comments made Tuesday by Senate Majority Leader Harry Reid, D-Nev., regarding the chamber's busy schedule for the remainder of 2009. "We still have next year to complete things if we have to," Reid said.
