Pa. board gives districts more authority on use of state exams

Pennsylvania school districts will be able to determine how they use the results of state exams. Under the ruling by the state Board of Education, district officials can require students to show proficiency on the tests to graduate. Previously, the exams could only be used as part of a student's grade.
