SEC will take up banks' strategy of "window dressing"

The Securities and Exchange Commission plans to discuss a banking strategy known as "window dressing," in which financial institutions temporarily reduce their debt level before publicly reporting finances. Regulators will consider disclosure rules for the practice, which is legal but makes it more difficult to understand a bank's borrowing and risk-taking.
