Construction start delayed for $10B refinery in S.D.

South Dakota's Board of Minerals and Environment approved an amended permit for Hyperion Resources' $10 billion oil refinery in South Dakota that includes a power plant for electricity production. The construction was set for February this year but was given an extension until March 2013 because of financing problems. "Hyperion is committed to this project. We plan to get in a position where construction can begin timely, without another extension," a company representative said.
