Duncan signals flexibility over Calif. testing plans

U.S. Education Secretary Arne Duncan appears to be backing off threats to eliminate some federal education funding for California over lawmakers' decision to alter the state's standardized testing program -- despite Duncan's objections. "We want to be flexible, we want to be thoughtful," Duncan said. "We don't want to be stuck."
