The Shaheen-Portman energy-efficiency bill is mired in various amendments, including a health care-related rider proposed by Sen. David Vitter, R-La., and a proposal by Sens. Mary Landrieu, D-La., and John Hoeven, R-N.D., regarding the Keystone XL pipeline. "There's not a single amendment that's been allowed to be offered in this legislation that has anything to do with energy," said Senate Majority Leader Harry Reid, D-Nev. The Senate is set to reconvene this afternoon, and Reid has asked his staff to work with Republican staff toward the bill's passage.
