Bush drug czar advocates expanded student drug testing

Just 3% of U.S. public schools test students involved in non-athletic extracurricular activities for illegal drugs, despite research indicating illicit drug use among teenagers is on the rise. The Bush administration is asking Congress to fund more school testing programs.
