IRS finalizes rules for reporting canceled debt

The Internal Revenue Service is issuing final regulations on when financial institutions and other entities must report canceled debt to debtors and the government. The regulations relax the "36-month rule," which required some lenders to report debt as canceled before the debt was actually discharged.
