North Carolina county debates puppy-mill measure

Commissioners in Guilford County, N.C., on Thursday debated an ordinance that would require large dog-breeding operators in the area to be subjected to annual fees and inspections in an effort to clamp down on puppy mills. The commissioners failed to arrive at a decision and will reconsider the measure Oct. 5.
