Feds to treat stand-alone HRAs like group insurance plans

Health reimbursement arrangements and similar accounts will be subject to Affordable Care Act rules, according to guidance from the Employee Benefits Security Administration. Stand-alone HRAs will be considered group health plans, subject to the ACA's ban on annual benefit limits as well as cost-sharing and minimum coverage requirements. HRAs with limited annual benefits may be offered as part of a compliant major medical package.
