Many Democrats and Republicans agree that several banks remain "too big to fail," and some institutions have grown even larger since the financial crisis, placing the economy at risk. Some critics blame the Dodd-Frank Act, saying that it provides a way for failing big banks to be rescued instead of being shut down.
