Pennsylvania mulls statewide health insurance for educators

A new Pennsylvania proposal would place all public school employees on a single health-insurance plan to minimize district costs. By spreading risk so broadly and lowering administrative expenses, Gov. Ed Rendell hopes to cut some of the $1.5 billion districts spend annually on medical coverage.
