California relaxes gray-water standards for homeowners

California homeowner Pam Hartwell-Herrero installed a gray-water system that waters plants with recycled water from laundry loads. "With every load we run, my husband, daughter and I run outside to see the water going into the garden," said Hartwell-Herrero. California relaxed its gray-water rules last month to allow homeowners to install basic systems without permits.
