Congress wants to make a law that would cause all trades of standardized derivatives to go through centralized clearing, but experts countered that this might not be possible. "It may be more appropriate for products that trade less frequently to trade over the counter." said Dan Budofsky, a partner at Davis Polk & Wardwell, who testified on behalf of SIFMA.
