The Federal Housing Administration's funds may fall below the minimum amount required by law as a result of the agency's high level of activity during the financial crisis. The FHA guaranteed about 25% of all mortgages issued this year, and the agency must have sufficient funds on hand to cover these guarantees. The agency may need to seek more funding from Congress.
