EPA chief: TSCA is "broken and ineffective"

The bipartisan Lautenberg-Vitter bill is an opportunity to overhaul the "broken" Toxic Substances Control Act, according to EPA Administrator Gina McCarthy. "There is overwhelming agreement that current law is ineffective, but there are opportunities for us to move forward," she said. Meanwhile, the EPA would like to become "a little more nimble" in testing and releasing information about substances.
