Norges Bank unit delves into HFT issues

Norges Bank Investment Management, the central bank branch responsible for managing Norway's $770 billion sovereign-wealth fund, has released a paper examining high-frequency trading's effect on markets. Although the paper outlines concerns with HFT, it also says regulatory restrictions, which have decreased trade volume, make it more expensive for big investors to trade.
