Santa Monica, Calif., makes way for certain animated signs

City council members in Santa Monica, Calif., voted to approve a measure to create exceptions to the city's sign ordinance to allow animated signs for public safety purposes, schools and traffic circulation. The change will take effect if the ordinance passes on its second reading at the council's next meeting.
