Verizon-backed study will warn FCC of auction failure risk

Verizon Wireless is expected to file a study today with federal regulators from a Duke University economist who says imposing restrictions on bidding for wireless spectrum in an upcoming auction is courting disaster. The Verizon-funded study said such a move would dramatically reduce revenues the federal government would realize from auctioning wireless spectrum. Also, Verizon and T-Mobile have teamed up in a Federal Communications Commission filing to endorse a "down from channel 51" band plan for the 600 MHz incentive auction.
