Exchanges seek regulatory permission to eliminate stub quotes

Nasdaq OMX, BATS Global Markets and NYSE Euronext have appealed to regulators to allow them to eliminate stub quotes, which are blamed for contributing to the May 6 "flash crash." The exchanges want the Securities and Exchange Commission to limit how far market makers are allowed to submit quotes from the national best bid or offer.
