Kevin Carroll, associate counsel for SIFMA, said adoption of a uniform fiduciary rule for brokers and investment advisers is likely to come before the selection of a self-regulatory organization for advisers. Meanwhile, an insider at the SEC said the agency probably won't issue a new fiduciary standard for broker-dealers soon.
