Mike Crapo, R-Idaho, and Tom Udall, D-N.M., unveiled a bill that seeks to amend the Renewable Fuel Standard by replacing the category of cellulosic biofuels with a "technology-neutral" classification that embraces all advanced biofuels, including algae-based fuels.
