The airline industry says Department of Transportation rules governing tarmac delays are unnecessary and have unintended consequences that negatively affect passengers. "The requirement of having planes return to the gates within a three-hour window or face significant fines is inconsistent with our goal of safely completing as many flights as possible," Airlines for America said in a statement.
