Updated draft bill would shift more fees to patent plaintiffs

House Judiciary Committee Chairman Bob Goodlatte, R-Va., plans to offer a tougher version of a draft bill to thwart patent trolls, writes Brendan Sasso. The new bill would shift more of the fees related to defending a patent infringement lawsuit to the plaintiff, reinforcing the May version, which limited the discovery material that defendants need produce. Still, some lobbyists complained that the bill should allow defendants to challenge the Patent Office on the legitimacy of the patent itself.
