Wash. city council creates fee for plastic bags

The Tumwater, Wash., City Council has approved a fee for plastic bags, effective July 1, joining a growing list of cities and counties banning or charging for grocery bags. Shoppers in Tumwater will be charged 5 cents per bag, although exemptions exist, including bags for meat and produce, newspapers and dry cleaning.
