NYC schools chief calls for end to "lock-step" pay system

New York City Schools Chancellor Joel I. Klein has proposed revamping the existing pay system to include more signing bonuses, extra pay for mentor teachers and salary differentials for educators working in hard-to-fill subject areas. Teachers union President Randi Weingarten termed Klein's remarks, made on the heels of an arbitration panel's recommendations to settle an ongoing contract dispute, "disrespectful and noncaring."
