Insurance companies, consumers, regulators and agents across the U.S. recognize the need for more efficient regulation in the state-based system, writes Robert Rusbult, chief executive of the Independent Insurance Agents & Brokers of America. He says targeted federal legislation mandating uniformity could help improve the state-based regulatory system. The creation of the National Association of Registered Agents and Brokers would accomplish substantial agent licensing reform, Rusbult says.
