England's anti-bullying provisions are being questioned

Lawyers and others in England are asking that an anti-bullying provision be strengthened to penalise head teachers for pupils' bad behaviour. Supporters say head teachers should be required to report and respond to all bullying incidents, but unions say current accountability rules are sufficient.
