New breach-notification rules set to go into effect

New data-breach notification rules will take effect Wednesday for entities covered under the Health Insurance Portability and Accountability Act, such as hospitals, doctors and health plans. Under the rules, most entities using encryption to safeguard health data do not have to notify victims if a breach occurs. In some cases, companies may have to review breaches to decide whether disclosure is necessary, but they'll do so at their own discretion.
