Do spelling tests serve a purpose?

Two school districts in Missouri have phased out spelling tests for elementary students, and have instead listed "accountable words" that students will be required to spell correctly in their writing. Teachers will continue grammar instruction to demonstrate how spelling works, but Aisha Sultan writes that students won't truly be held accountable unless there is a test.
