GOP to target health care if it retakes Congress

If they win a majority in the November congressional elections, House Republicans plan to undermine the Obama administration's agenda, focusing on dismantling health care reform by cutting off cash to the programs. But party leaders acknowledge that many of these efforts will fail because at best they will gain a majority in the House and a narrow hold in the Senate, falling short of overcoming any presidential veto.
