President proposes strengthening controversial Medicare cost panel

Among President Barack Obama's proposals to cut spending on health care is one to strengthen the Medicare Independent Payment Advisory Board and allow it to begin work sooner. The president also proposed requiring some Medicare beneficiaries to pay more for care, combining Medicaid and the Children's Health Insurance Program funding, limiting states' authority to tax Medicaid providers, accelerating "innovation waivers" from the PPACA and extending Medicaid drug rebates to Medicare.
