White House wants banks to pay for TARP losses

The Obama administration's proposal to reduce the U.S. deficit by more than $3 trillion in the next decade includes a revival of the proposed Financial Crisis Responsibility Fee. The charge, which would be levied on major financial institutions, would be applied to losses by the Troubled Asset Relief Program. Banking groups opposed the proposal.
