EPA eyes carbon-emission limits on new power plants

The Environmental Protection Agency is preparing to adopt rules to limit carbon emissions from new power plants, according to the Obama administration. The rules are slightly more lenient than those proposed by the White House in April 2012 and give coal-plant owners more flexibility to comply.
