Boston officials, waterfront developer in staring match

A three-year-old standoff between developer Donald J. Chiofaro and Boston city officials over a proposed project on the Boston waterfront shows no sign of abating. City officials recently issued new zoning guidelines that restrict buildings on the site to a height of 200 feet or less, but Chiofaro's latest designs, revealed yesterday, continue to propose two towers that measure 615 feet and 470 feet respectively. "We will not use scarce resources to respond to the latest PR scheme for this site," said a spokesperson for the Boston Redevelopment Authority.
