N.J. governor proposes diverting rail funds to highways

New Jersey Gov. Chris Christie is floating the possibility of diverting more than $2 billion originally earmarked for a new rail tunnel to New York to the state's highway fund. New Jersey has $5.5 billion allocated to the rail tunnel, but the highway fund is in dire straits. NJ Transit abruptly froze spending on the tunnel early this week amid concerns that the project could run $1 billion over budget.
