Feds looking to clarify "highly qualified" rules

U.S. Deputy Education Secretary Eugene Hickock, speaking at a conference for education leaders in Nashville, Tenn., last Friday, said federal education officials are investigating ways to help states implement teacher quality standards required by NCLB. New questions are surfacing about how to apply the law as the states begin implementing their teacher certification plans.
